Portland is very unique, in that its a smaller version of Seattle and San Fran, less expensive and less time spent looking for parking spaces. On the rain - its a tradeoff. It is rainy (not raining or pouring, but cloudy) much more than other cities - but is well complimented by perfect 70 degree summer for 5 months of the year. If you are an outdoorsy person, like to experiment and eat out, enjoy music, vegetarian, or prefer an inclusive society - Portland is your thing. For someone who enjoys outdoors, the mountains and rivers in and around portland are perfect. If you feel like home in Dallas, TX or Cleveland, Ohio - Portland might not be your thing. Beaverton and Hillsboro - more suburubia - have bigger Indian community and feel more like other American cities but still with a very Northwest touch.
